the Pension Minute so that his pension may be at least

£1,000 per annum. It is however not in my power to make

any recommendation based on Sir Henry's services in other

Colonies as the records of these services are not available

to me and as any special rate of pension granted on account

of them would not come from the funds of this Colony.

Since Sir Henry entered the

service of Hongkong in June, 1904, he has twice acted as

Chief Justice for an aggregate period of nearly 11 months.

Both in this capacity and as Attorney-General he has

carried out his duties efficiently.

I take this opportunity of mention-

-ing that the Hongkong Volunteer Reserve Association,

established at the end of 1904 and now with over 240

members forming a useful addition to the defensive

strength of the Colony owes its success largely to the

popularity of its Chairman, Sir Henry Berkeley, and to the

energy with which he has conducted its affairs.
